There are several types of offers...
First, let me remind everyone that schools and coaches cannot comment on offers. Only the athlete gets to state when he has an offer.

1. Phone offer by a coach (head coach or assistant coach with the head coach’s approval).

2. Verbal offer at a camp by the head coach or assistant with approval. Normally this is by the head coach though.

3. Proxy offer. This happens a ton, especially in Utah when an athlete has already verbally committed to another school. Some coaches don’t want to be spurned by an athlete who chooses a rival school over them. The proxy person calls the athlete and states that if he will de-commit from the other school, the head coach will immediately offer.

4. Letter offer. This is an official letter from the school with an official offer. These don’t happen as often as the other 3 above but it’s the only “proof” of an actual offer. All of the above are only verifiable by the athlete since schools cannot talk about offers.

5. NLI paperwork. The only offer that matters is when a school mails or emails the athlete paperwork that can be signed and emailed or faxed back to the school. This is normally the day before national signing days. Think of all of those “non-commitable” offers Utah sends out. Very few athletes get more than one of these. The coaches normally know who to send them to.

Since the only person that can announce an offer is the athlete, don’t rely on 247 or Rivals. They are seldom completely accurate, especially when some athletes prefer not to announce offers.
