He's simply stating that some people are born to be sports officials. I was a baseball umpire for over 25 years (all levels of amateur baseball and sat on the state board for years.) and a football official for fifteen. During that time it felt like it was something I was meant to do. Referring to it as a calling (take the LDS mindset out of it) is entirely appropriate and a lot of officials relate to that mindset.
