The NCAA has at times used a conference to test a new rule, so that conference may have a rule that other conferences don't have - but only because the NCAA is testing the rule. A conference can't just decide to make up their own rules and enforce them.

Now, a conference can instruct their referees to emphasize a rule, but that's different than having their own rule.
