Why do we even have clocks that count tenths of a second for basketball?

I see it matters for track and field, but are we really going to pretend that the clock for the entire quarter of basketball has been accurate for fractions of a second?

By rule, a player can't gain control and shoot with 0.3 seconds or less left. BUT, a player can score with a tap.
