An RPO is a play where the QB reads a defensive player (usually like an outside linebacker) to determine whether he hands the ball off to a running back or throws it to a receiver. Neither of those options includes the QB himself running the ball.

Any pass play has the inherent possibility of breaking down and the QB running the ball. That doesn’t make it an RPO.
