Who cares? You only got $1,100 back last year. Getting as close to zero as possible is a waste of time.
If you got $5,000 back last year, maybe it’s worth analyzing, but for such a small amount why waste the time?

Do tell, what is the time value of that extra $900? Really it’s only $900 at year end so it averages out

What does he have to give up to reduce $45 in his budget elsewhere?

Except that he's not really getting a 10% return. He's probably getting a 1% return in his savings account. IOW $4.50.
