I just listened to the ATC recordings. The first time they circled was not due
the fog. They were trying to fly over Burbank airspace and were unable due to departures from the airport. They were told to remain clear of Burbank and circle while they wait.
After they were able to continue flying seems to be where they may have gotten into trouble. Van Nuys asked them about the weather and seems to have deteriorated.
