Can you help me understand? Wouldn't they need to start raising rates
if inflation really kicks in?
(I know their measures of inflation say it hasn't been that high, but anyone who buys groceries, houses, cars, etc. would probably disagree.)

Very simply put: More payroll money = more money in consumers' hands = higher demand = inflation
