Not sure how to quantify this, but the margin for error is much slimmer in Utah
If you are in a big market you can almost hit reset every 4-5 years and chase the best FA available. Mid market teams have to be smart and can’t make FA/Draft mistakes nearly as frequently as the LA/Boston/New York/Miami’s of the world.
