Good question. I'm guessing....

it's because every football kid in AZ. would rather play for ASU. Arizona has never been to the Rose Bowl since leaving the old WAC in the 70's. Not once. (ASU has only been to 2 Rose Bowls and the Sun Devils are 1-1.)
It was a rude awakening for some of our Ute buddies that they didn't dominate the Pac12.
