A couple thoughts
One of the above posters said it right. At some point if you spend enough they waive the emission requirements. If I remember that’s only good one time though. The emissions inspections andEPA strangle on making people work On their cars is a little over the top. one option is to change your address online for a day to Tooele Heber where they don’t have emissions, register, then change it back the next day. Or get a P.O. Box there for a month. also for the emissions itself, one thing those systems do is have leaks in the vacuum lines. A smoke test could help figure that out. Like someone else said, find someone who will troubleshoot and not just throw parts at it
