Car people... shift lock (the one that lets you out of park only if the brake
is pressed) struggles sometimes when the car is started. I can hear it clicking around. *Without* touching the brake, I am able to put the car into gear if I do it while this clicking is going on.

In all my research on the Internet, I can only find people with the opposite problem (car won't come out of park, so they have to manually unlock it).

In your experience, is this more likely:

solenoid problem. Replace solenoid
Electrical problem. Low voltage and/or bad wiring (no other symptoms of low voltage, though)

?

We have only noticed this right after starting the car.

Outside of this problem, the shift lock also clicks audibly when I tap the brake. From what I've read this is considered normal, but might help a CBer answer.
