Not true.

HCO can look into his alcohol and drug use. Charged or not, if he had alcohol or drugs in his system, HCO has all the authority they need to impose discipline. Remember, he wasn’t found innocent, the DA just decided not to prosecute. That doesn’t mean it didn’t happen.
