we import the majority of our ICU from New Mexico

It's basically a third world country when it comes to practicing medicine. They regularly clean out their ICUs for the weekend and transfer their complicated patients to my hospital. ICU patients can definitely be transferred but OP idea isn't viable.

Transporting people with infectious diseases is not a good idea.

ICU patients are too sick for transportation. There is a huge risk to do that.
