It looks like they're planning a strategy of knocking down the virus, then easing restrictions, then knocking it down again when the cases grow to high again, and so on, until we have a vaccine.
It looks like the 18 months of all out war metaphor is pretty apt, with the only advantage that we don't get half our infrastructure bombed to smithereens before we win. Still, it's going to be a long, slow climb out the other side even once we do have a vaccine.
