I'm guessing that depends entirely upon which area of state government...
...one works in.

I interact with the folks who oversee child welfare. It's a nightmare for them. They've got kids they're responsible for and foster families as well as residential programs freaking out. And the children's parents - their clients - are probably among some of the highest at risk group for a variety of reasons.

The folks I know in state government - most of them at least - are not enjoying this at all.
