That's about right for California only thing missing is the lack of
Accountability defense. It goes like this, It's not their fault ______________________ made them do it.
You can fill in the blank with whatever you want, weather, Trump, race, religion, socioeconomic situation, gender or lack there of, familial situation, big business, small business, almost anything.
Biggest difference between CA and Utah is Utah reliance and trust in the individual to do the right thing. Which isn't always a great thing but is usually the right way.
