The "best" virus to do the most harm is a virus that allows the host to be contagious prior to having symptoms, and sticks around for a week or two so that the host can travel around and spread it.

COVID-19 has nearly everything going for it as far as being the best biological weapon ever - if it were more deadly (though I'm guessing Italy would disagree with the not deadly enough assessment.)
