Quarantine at risk and test everyone. If you test negative you get a wristband
and go back to work and can enter stores. If you test positive you isolate for 2 weeks and then get another test. You also get a hotline to call if your symptoms escalate. If you need food or essentials you can call another hotline and one of the recently unemployed will get what you need and deliver it to you. People that test negative should get a test every 2-4 weeks if feasible

The govt could hire all the people that have been laid off to work at testing stations, do deliveries for people tested who positive, and setup and work at temporary hospitals. They would have a quick training course. Testing stations would be managed by a qualified medical professional. The govt could also hire people to set up and work at temporary hospital facilities. There are plenty of hotels now vacant that could be used. There would be a quick training course for them and then managed by qualified medical personal.

Use the 1000 they want to give away and use it to get people back to work. Hire and train people to get us through this crisis and get our economy going again.
