best argument is that he is waiting for the controlled trials to come out before allowing widespread prescriptions
Maybe they have a program already for getting out blood serum from recovered patients.
Or, maybe it's just playing to some special interest who has convinced him they have a cure, and will contribute to his campaign fund if they block the others.
