another jurisdiction, like the US. In that case, maybe their assets in that country are in play for a lawsuit — bank accounts, real estate, Treasury bonds and other securities, etc. Not sure how that works with foreign governments.

There’s also the International Court of Justice, but I’m not sure if China is party to it.
