The Fifth Amendment right to property without deprivation by due process of law, and the obligation for the government to compensate any such takings. Government has shut down millions of businesses, workers, and property owners, prohibiting them from making a living, by shutdown orders, curfews, and stay-at-home orders. This is a direct result of government interference.

That lost revenue is now being compensated back by the government. For many business owners it won't cover what the government took from them by order of shut downs, but it's something.
