The role of the policy makers is to consult with subject-matter experts and to make the tough decisions to construct and adjust policy. 

A subject-matter expert focuses on a portion of the picture that affects policy decisions. 

That doesn't mean that the date should be Easter, but the policy makers should consult experts from all relevant fields, including epidemiology, public health, mental health, economics, business, labor, public safety, military, etc.
