Your first problem is expecting teens to "manage risk" for others. If you're a
High risk individual, you need to manage your risk. It used to be an American mantra that your rights end where mine begin. You don't get to tell another free person what they can and can't do so long as it is not directly infringing on your rights. You don't have the right to force others to manage your risk. You are responsible for your own risk management.

This principle has slowly been eroded over the last 30 or so years and we are reaping those rewards. Aren't they grand?
