I am not taking a side on this, because I don't have the expertise, but yeah, 400 is a lot

Around 100 per day die in car crashes. Flu deaths are variable, but this is higher than average flu deaths. And it's not just that it is 400, it's that a week ago it was 50. I'm not advocating one thing or the other, but it definitely has the potential of being pretty significant.
