Shouldn't it be done like it is on Death Certificates?
Which is the UNDERLYING cause, listed last. The cause listed first is the IMMEDIATE cause. So in the COVID/pneumonia scenario the underlying cause is COVID but the immediate cause is pneumonia. So it SHOULD be counted as a COVID death. Pneumonia is the common, major serious life-threatening result of COVID, IIRC.
