There are people who need this drug and have been taking it for years. If everyone starts buying it because they want
to be careful, then those who need it can't get it because it's sold out.
Once supplies/production are expanded, the laws will change. But until there is enough supply, some have decided to ration it by telling need patients they can't have it.
