Let me rephrase the question, Why did America take 2-3 months longer to test?
We all know South Korea (and partially Germany) started testing earlier and kept the clamps down. Why did South Korea trust the CDC model where America didn't trust the CDC warnings. Because now America and almost all of Europe is trying to play Catch-up where South Koreans are wondering why the rest of the developed world wasn't prepared.
