One of the things that helped the FDA make this determination is that the chloroquine family of drugs is pretty well known and has a lot of data on the safety of this drug for various populations at commonly prescribed dosages due to the length of its use. We're lucky that the discovered therapeutic wasn't some recently developed drug still under patent protection.
