Regulation and bureaucracy bungled the response from many sources I've read. There was a private sector test ready but the CDC refused to send live virus to their lab because of regulation.
Furthermore, the White House was obviously unaware that their promised testing uptick was no where close to be ready when the President promised cooperation with Wal-Mart and CVS in terms of drive up testing.
Because there were no solid plan for this type of pandemic there has been a serious lack of orginozation and competent management.
They can't even get critical medical supplies to areas needing them desperately. The who response needs to be broken down and re-engineered from the ground up. A number of career bureaucrats will need to be fired. This has been embarrassing and shameful un terms of how it's been handled at least up until now.
