This won't work because it will be a huge disadvantage for traditional power conferences such as the SEC.  Without the out-of-conference patsy wins, there is no way to game the rankings to the SEC's advantage.  The best ranked teams would be the ones in the most lopsided conferences.  Of course, my assumption assumes that mathematical and survey rankings are unbiased to begin with ... hmmm, okay, never mind.
