Some changes I see (not all good!)
1) I think there will be a "revolt" against government having this much power, and there will be major restrictions passed to say "You can't declare a public health emergency and just willy nilly shut everything down". The good of that is we will come up with some rational elements of a public health emergency (perhaps shutting down theaters, stadiums, etc, but not all businesses) BUT we will probably also do some dumb things (such as deciding that pot dispensaries are 'essential') because of powerful special interests. I also fear we might restrict some powers that we need local governments to have for real local emergencies because of the damage using those powers regionally and nationally has caused.

2) I think we will (and I know it is self-contradictory) both fear and ignore future infection threats more than we do now, in what I suspect will be irrational ways .... There will absolutely be calls for national shut downs for the next wave of COVID, and for H1N1, and for regular flu .... and there will be widespread distain for rational local or regional shut downs for local infections that could actually be effective on a local level.

3) I suspect there will be some new rules about mass gatherings, that might make some huge differences in our social framework, such as stadiums with 100k+ people, or amusement parks with wall to wall people.
