In my experience it's old school managers who resist it
I've even seen it in the tech industry. The leaders in question are now in their 60s and 70s. Most of them didn't have computers on their desks when they began their careers and they used to send out memos to employees that were typed up by their secretaries on typewriters. They type about 8 words per minute and still can't operate a PC without some assistance.
