If it makes you feel any better, the numbers say many more Californians have

been moving to AZ, NV, OR, WA, TX, CO than UT over the past few years.  So UT is far down the gripe list.  Instead of begrudging Californians for trying to find a place they can actually live, you might be grateful that so many Utahns left for the coast to find jobs and fill the big west coast cities for many decades, keeping growth in the mountain states down for so long. 

You might also consider blaming the politicians that are supporting things like H-1B visa programs (ahem, Orrin Hatch) to bring in tech workers under the guise of made-up problems like "STEM worker shortage" that are just ploys of corporations who want to pay below market rates and line the pockets of their executives with more cash.  Importing tons of new workers is a big reason for the livability problems in CA that are spilling into UT.  Consider voting for different leaders.

Another way you can help is to vote for leaders in UT who will do a better job of construction zoning regulations than those in CA have done.  A big reason for the cost of living jump in CA is because all the businesses are right next to each other with nowhere to live nearby.  A wiser model is to scatter commercial zones around, with residential zones surrounding them, and increase the size of residential zones.  CA is a disaster this way because of the greed of city managers, who make more money from businesses.  I'm concerned UT may also be headed that way.
