you get both since the free $10,000 from the EIDL is deducted from the amount of forgiveness you get from the PPP. The EIDL cannot be spent on the same expenses as the PPP, so it is designed essentially as an additional loan option for those who need it. It also appears to be very delayed at the moment and I would guess that allotment for the free $10,000 is already gone.
