Yep, check how it is for your state. In Utah, sign them up for Driver's Ed.
They're supposed to log something like 40 hours of driving, including 10 hours of night driving before they can get their license. Then they can do the driving test with the Driver's Ed teacher, which reduces time at the DMV.

I have a daughter who currently has her permit, and turns 16 this month. She's quite ticked that the DMV offices in our area are closed.
