A person who is admired or idealized for courage, outstanding achievements, or noble qualities.

So, yes, they can be viewed as heroic. Doesn’t mean they’re extra special. It also doesn’t make one ounce of difference how you view them, they’ll continue to perform their duties to the level of their own personal dedication.

What I find heroic is the family members of critically ill patients that have the courage to withdraw care from their afflicted loved ones when appropriate.
