Predictions. They're goals. Every quarter my company predicts we'll hit x benchmark but gives us a goal far more ambitious than that. Throughout the quarter, as things progress they change their prediction.

You seem incredulous that a businessman would have ambitious goals and don't seem to get the difference between goals and predictions.I don't think that's the case, I think you're just too partisan to use some sense.
