The guy isn't capable of determining whats best for the country.
In this crisis, his reputation rises and falls based on the healthcare outcomes of COVID so he wants the entire economy revolving around eliminating COVID. The economic issues are a distant secondary concern for him.
Heath care professionals are heroes because they are doing everything they can do to save everyone that comes to them and that is their mentality. I am glad they bring that mentality to their work I don't expect them to balance the competing healthcare and economic interests. Those tough decisions are for policy makers.
At first, policy makers said stay at home was to flatten the curve in the short term so healthcare system can handle the load and now healthcare community wants us all stay at home until we have a COVID eliminated (i.e. immunization or long-term stay at home). I think this shift reflects the healthcare community mentality to eliminate the risk but its not sustainable and I hope we have politicians who are capable of making the tough choice to re-open the economy and accept risk of a second wave once the health care system builds up its capacity (i.e treatments, PPE, healthcare workers, respirators, temporary hospitals).
