Put a plan in place for schools, restaurants, public facilities, etc with a timeline based on data and parameters about containing spread and healthcare capacity.

Start with low risk: elderly and high risk continue to quarantine. Everyone must wear a mask when going somewhere that interacts with others. Don’t allow gatherings of a set amount of people. Them open more high risk facilities/events if progress continues to be made. Continue to expand testing and antibody testing and require wristbands that expire after a certain amount of time. Just throwing ideas out, not sure if they’re good.
