Just like they helped in gaining a Big 12 invitation.
In 2016, both ESPN and Fox killed any possible chance of BYU getting by objecting to any notion of a Big 12 expansion. ESPN has helped in getting some match ups and assuring that BYU had a berth in one of their lower-tier bowls but that's as far as it goes.
It's unrealistic to believe that ESPN could have influence over the governance of a power conference. The NCAA is also powerless.
