So why is it a strawman then?
"The argument is wether shaking hands is something our society should continue." with that in the context of public health risk.
The counter point implied was "wether hookup sex is something our society should continue." in the context of public health risk, both being due to spread of communicable diseases, the implication being stop hookup sex first (suggesting that's a bigger public health risk) before moving onto handshakes. Not a strawman, could be bad argument, could be incorrect, but not a strawman.
A strawman would be "yet people still free climb El Capitan", or "people still commit suicide"
