I've poured in part of the bag, some water, more of the bag and then more water
I've also just poured in the entire bag and then used a stick to stir in the water a bit.

Youd get better hydration that way. Use a small piece of rebar to tamp it.

If I'm using Quikcrete, I don't even add water. I just dump the bag in the hole

Ive mixed thousands of bags. Just throw it in a wheelbarrow and mix it first.
