I think this is a reflection of the school's commitment.
As long as the Football program can't use their resources to better the team like other schools do this will remain an issue. When the recruiting section is resourced similarly to schools who we once considered inferior to us then one is left to ask if winning really matters. I think the fanbase has accepted that BYU football is not going to be a consistent top 20 team any more and will be a 7-8 win a year team when things go well. 4-6 win a year team otherwise.
