I think it should go the other way — make their votes anonymous so Jefe can't
see them. I think you'd get more votes to reduce or eliminate penalties that way.
Even better: create a jury system in which random CBers are asked to rule on appeals, rather than El Jefe or mods. This would create a much fairer system, IMO.
