The theory is that the earth catapults asteroids into the moon with more force.
To create the maria you see on the near side you need enough impact to penetrate the crust and make lava spill out into the crater. The belief is that the earth's gravity slingshots objects into the moon with enough force to create that kind of impact. On the far side you don't have that effect as often.
