Tech help for email problem, please.
My firm has an email account and domain at GoDaddy.

Suddenly on Monday morning my partner lost the ability to email or receive emails from her major client, a city. Unbeknownst to her, the inbound emails were going into her Bulk mail box, and her emails to the city were not being received. When she discovered that, we had the city IT people try to correct email settings. As of today, she can receive emails from the city, but her replies or new emails to the city are bounced back. We also called GoDaddy three times and they claimed to have fixed some problem on their end. (The GoDaddy tech today was working from home with roosters crowing in the background.) She can send me emails, but if she tries to email the city or forward something from the City to me she gets a system administrator message that the message did not reach the intended party because the message was rejected for spam or virus content.

The City has "whitelisted" our email addresses/domain name on their server.

Just receive this message from the City:

"All indication is that the GoDaddy servers hosting your email domain at “_____________” are blacklisted. We have tried where we can to get your domain off the spamming list servers. Once your domain appears on those lists, the internet thinks your domain is used to spam, and thus, your emails aren’t being sent. Your emails aren’t even reach our servers here because it is blocked before it arrives. GoDaddy support needs to move your hosting domain to different email servers on their part to fix this."

So, who is right? What should we do to fix this problem?
