Not that I see it as overtly dangerous - I think it looks awesome.
But someone's going to be running and have their legs taken our and fall, hitting their head. Or they're going to fall into traffic. Or their going to lose their balance and fall off some short ledge of some sort and land funny. Or it's going to hit someone too high and they're going to get brained - or at least lose and eye.
It's just way too simplistic to call anything non-lethal. I get that the product itself is relatively "safe" from a lethality perspective. But reality is that as soon as we think we've found a non-lethal solution, someone finds a way to die.
