The church is already working to do this.
The partnership with the NAACP on self-reliance education is a great step toward accomplishing this. Hopefully it gains some steam.
The problem is that a private partnership between a religious organization and the NAACP doesn't need government oversight to work, so it will get neither political nor media support.
