How unethical is this?

I have a trash can that over the last six months has gotten extremely disgusting, largely from living in a windy area blowing the lid open and then rain/snow/sprinklers filling it up. It's caused it to smell unbearably bad, but I don't want to hose/pressure wash it myself because there are things like yard debris that have since caked to the sides that will be a pain to clean up and my neighbors would not think highly of me washing it into the storm drain. I've thought about hiring one of those trash can cleaning services, but they're a little expensive. So I am thinking of just calling the city, telling them I am going to one can, have them pick up the dirty one, and then ordering a second can again a week later. How unethical is that?
